Issue:

After creating a tool library and saving locally in Fusion, the tool library has disappeared after a factory reset on the computer.
Local tool libraries are missing after Fusion reinstallation.

Causes:

Local tool library files get deleted during a factory reset on the computer.
Local tool library files get deleted during reinstallation of Fusion.

Solution:

Local tool libraries are all saved in the computer to C:\Users\<username>\AppData\Roaming\Autodesk\CAM360\libraries\Local.
A factory reset on a computer will delete all "local" tool libraries. Back up the folder before reset or reinstallation.
