"This operation could not be completed..." when opening a cloud workshared model in Revit

Issue:

Users reported that, when opening a cloud workshared model in Revit, the following message appears:
 

Open Model

This operation could not be completed. Please try again.

"This operation could not be completed. Please try again" error in Revit


The following lines may appear in the journal:

< Exception System.InvalidOperationException: This implementation is not part of the Windows Platform FIPS validated cryptographic algorithms.

< Invalid Communication Exception while interacting with Revit Server. Please contact technical support.

0:< SendActivity: Could not send activity notification to PAC. 
' 1:< Miss Model Version ModelVersion(Version > Major:-1, Minor:1 : HistoryCheckInfo > ModelHistoryCheckInfo(LatestEpisodeGuid > EpisodeGuidGUID############################, ClientModelGuid > GUID00000000-0000-0000-0000-000000000000)) in PAC cache

CentralModelException "An internal error happened on the central model, please contact the server administrator."

Exception has been thrown by the target of an invocation.

Thread "RevitSrvToolDownloader_0" terminating due to error
Unable to download all resources 

< 1 ModelServerState "Created": Current server = ":Not Queried", Model server = "https://model15.skyscraper.autodesk.com/", Model server state = "Model Corrupted"
ERROR : Cannot connect to central model

 

Causes:

The FIPS setting in Windows is enabled. 

Solution:

To resolve this issue, follow the below steps to disable the FIPS setting in Windows:

  1. In the Control Panel, click "Administrative Tools" and double-click "Local Security Policy". Alternatively, directly search "Local Security Policy" in the Windows search bar and open Local Security Policy

  2. In Security Settings, expand "Local Policies" and click "Security Options"

  3. Under "Policy" in the right pane, double-click "System cryptography: Use FIPS compliant algorithms for encryption, hashing and signing" and click "Disabled".
