Issue:

How to share electronics libraries with other users in Fusion 360 and EAGLE via online features in order to collaborate on them?
Is it possible to limit access to managed libraries as read-only without permission to edit?

Solution:

In Fusion 360

In Fusion 360 when the library is created, it is stored in the hub in the project. To give others access to this library, invite them to this project. To do this:
  1. In the Data panel on the left click "People".
  2. Type email address of the person who should be invited.
  3. Click "Invite".
  4. They will get an email with the information about it.
 

In Libray.io

In EAGLE, after creating managed libraries, they are stored on Library.io (they are on the server and can be shared) and they are in particular folders. To give access to the specific folder with libraries on Library.io:
  1. Go to Autodesk Library.io.
  2. Log in with your Autodesk Account.
  3. Make sure the particular library is a managed library. If not, upload the file by clicking "Import".
  4. Click "Manage Members".
  5. Type email address of the person who should be invited.
  6. Click "Send".
  7. Make sure the invitations are accepted by the invitees (they will get notifications by email and on Library.io).
 

Put them in use

In both cases, after being invited, this library should be put in use. To do this:
  1. In Fusion, in the board or schematic, go to the Library tab.
  2. Click on "Library manager".
  3. Go to the Available tab.
  4. Select this library. If it's not on this list, click "Add from Team" and select this library from the folders on the hub. 
  5. Click "Use".
  6. That will put it in the "In use" tab.
Note: It is not possible to limit access to managed libraries as read-only without permission to edit.
