Issue:

The error message "CREATE FILE encountered operating system error 2(The system cannot find the file specified.)..." is shown when trying to attach database in SQL Server Management Studio:

CREATE FILE encountered operating system error 2(The system cannot find the file specified.) while attempting to open or create the physical file '\\...\AstCrtlDb'. (Microsoft SQL Server, Error: 5123).

Causes:

SQL services have insufficient access rights to the folder where the database is placed.
 

Solution:

Provide full access rights to the folder where the database is placed.

As a visual verification, the folder content / the database should be visible in the "Attach database" dialog box when trying to attach the database in SQL Server Management Studio.
