Cannot change default scale list in AutoCAD

Issue:

After switching the Default Scale List from Imperial to Metric (or vice versa) in Options > User Preferences > Default Scale List in AutoCAD, the setting reverts to Imperial (or Metric).
 
Default Scale List

Causes:

The Default Scale List is controlled by the MEASUREMENT system variable. The option in the Default Scale List dialogue shows the two lists for editing purposes, but does not save the setting in the drawing.

Solution:

Do any of the following:
  • Use a default DWT file which uses the correct units and scale lists.
    • acad.dwt or acadlt.dwt for Imperial units.
    • acadiso.dwt or acadltiso.dwt for Metric units.
  • Adjust the MEASUREMENT system variable to match the desired units for the drawing. This will cause the default scale list to change accordingly.
    • MEASUREMENT = 0 (Imperial).
    • MEASUREMENT = 1 (Metric).
