Solution:

To orient a plane over holes on a cylinder in Fusion 360 do the following:

  1. Create a sketch on either the front or back face of the cylinder (in screenshot the back face is used).
  2. Project the top edge of the holes into the sketch by;
    1. Click Create>Project or press P.
    2. In the Project dialog select the curved face of the cylinder x.
    3. Press OK and all hole edges will be added to the sketch.
  3.  The holes will be represented in the sketch by 2 purple points that represent the outer limits of the hole diameter.
  4. To find the hole center between those 2 points, draw a construction line between the two points. This line represents the diameter of the hole.
  5. Draw a construction line starting from the center point of the cylinder diameter up through the construction line representing the diameter of the hole. You can use the Midpoint Constraint to snap this construction line to the midpoint of the construction that represents the diameter of the circle.

  1. Finish the sketch.
  2. Click Tangent Plane in the Construct menu.
  3. Click the curved face of the cylinder.
  4. Use the radial handle or the numerical input box to orient the plane with the construction line made in the sketch.

  1. To be most accurate you can use the Measure tool to measure the angle of the construction lines from a known dimension.
