Issue:

Soil/filtration layer in bioretention never fully drains in InfoDrainage

Causes:

A certain amount of water must soak into the soil layer before water can pass through. This amount will remain for the duration of the analysis and is expected behavior per SWMM5 calculations used in InfoDrainage.
