Issue:

 "Unable to open file (gives location), Component (gives location) is not checked out to you. Edits are not allowed on this file." error is received in Inventor.
Not using Vault.

Unable to open file warning
 

Causes:

Windows User permission to the folder structure is missing.

Solution:

Set the Windows User permissions to read, write and modify the folder structure.
To change the Windows user permissions, contact your IT administrator.
