Causes:

The cylinder has been cut with a rectangular shape. The resulting split faces are parallel.

Solution:

Use the Rip command to open the closed shape instead of an extrusion with a rectangle:
  1. To create a Work Point:
    1. In the Model browser, select the YZ Plane.
    2. Click Sheet Metal > Work Features > Point.
    3. Select outer edge of the cylinder.
  2. To create the Rip:
    1. Click Sheet Metal > Modify > Rip.
    2. Select the outer cylinder face.
    3. Select the work point.
    4. Enter the Gap Value.
    5. Confirm with OK.
