You can create radial dimensions to indicate the

radius and diameter of arcs and circles.

And you can control the layer on which the dimension is created

on the home ribbon

in the layers panel note that layer zero is the current layer.

When you expand the layer drop down,

you can see that the drawing already includes a layer called dimensions.

Someone else already created this layer and assigned it the color cyan
